The primary functions children would utilize their laptops for are basic web surfing, storing and taking pictures; watching movies and playing games, so you could do with a single or dual core processor running at 1.5 GHz and a 2 GB RAM.

Additionally, a 10 to 14 inch display is ideal, along with hardware options like a good HDD capacity perhaps 200 GB and a DVD drive which are pretty useful features for entertainment for children. The best notebooks for children are netbooks with large battery life and not weighing over 2 lb to assist mobility.
